Line -1 renders incorrectly in two scenes of Overdrive 2

Description
In the "fractal rotozoomer" and "disco floor" scenes, line -1 (aka $1FF) is not rendered correctly. Based on videos from hardware, the line should look similar to line 0 and based on Kabuto's doc this makes sense. Not sure why it's not working right, possibly an issue with sprite rendering on that line.

Disco floor looks fine after the sprite rework, but fractal zoomer is still not correct. Will dig into this more post 0.7.0
